The Franklin County Engineer’s Office, through a quality based process, selected Carpenter Marty Transportation to provide engineering design services for this project. The project site is adjacent to Alum Creek Park, Astronaut Park, Westerville Bike Trail, and Otterbein University, and serves as a gateway structure into Uptown Westerville. This project secured federal funds and the design schedule was expedited to use the funding in less than a year. The project involved the replacement of a functionally obsolete two span non-composite box beam bridge over Alum Creek. A highly complex structure type study analyzed several unique structures including arch and cable stayed bridges. The selected replacement structure is a three span cast-in-place haunch box girder on reinforced concrete piers and semi-integral abutments. The bridge typical section was modified to match the existing roadway curb/curb widths at both project limits. The project included roadway improvements such as the redesign of the entrance to Alum Creek Park, the design of five ADA-compliant multi-use paths along Alum Creek and into the adjacent parkland, pavement and sidewalk repair to the adjacent Senior Center parking lot, significant storm sewer rehabilitation, decorative street lighting, removal of all overhead utilities, maintenance of traffic, right-of-way, retaining wall design, and water main design. Several public involvement meetings were required and led by the Carpenter Marty Transportation team. Causeway design was submitted to the US Army Corps of Engineers, and Alum Creek required a Flood Insurance Study by FEMA and local floodplain coordination. Aesthetic enhancements included custom form liners, picket style handrails, and precast concrete pier nosings.
