Feasibility Study

Carpenter Marty Transportation is determining the feasibility of traffic safety and pedestrian mobility improvements throughout the WV 51 corridor study area. The study limits extend from 0.21 miles west of CR13 (NS railroad crossing) to 0.23 miles east of CR13 (West Street intersection) in Charles Town, West Virginia. Carpenter Marty Transportation will determine the feasibility of sidewalk installation, review existing sidewalk width and condition, and review ADA accessibility of sidewalk and curb ramps. We will evaluate traffic calming solutions, existing on-street parking, and conduct field survey and right-of-way research. Carpenter Marty Transportation is reviewing recent 5-year crash data, (provided by WVDOH), evaluating capacity, feasibility, and cost of a minimum of two and a maximum of four alternatives at the intersection of WV51/CR13. Alternatives are initially expected to include the installation of a roundabout or traffic signal. Other alternatives will be evaluated, as necessary. Carpenter Marty Transportation is also evaluating pedestrian/bicycle improvements, reviewing stormwater management, evaluating a mid-block crossing at Evitts Run Park, and evaluating additional features Carpenter Marty Transportation determines are relevant to the study area.
